Airport Advisory Board

Hamilton’s history and future are closely tied to safe, reliable transportation and a strong local economy. Hamilton Municipal Airport supports those goals by connecting residents, businesses, emergency services, and visitors to the region.

The Airport Advisory Board (Airport Board) is a non-employee advisory board established by City policy and the Hamilton Municipal Airport Minimum Standards, as adopted by the Hamilton City Council on July 11, 2024. The Board advises on aviation-related issues at Hamilton Municipal Airport and supports City leadership in maintaining a safe, well-run facility and a positive experience for airport users.

Purpose & Authority

The Airport Advisory Board exists to:

  • Advise the City Administrator on aviation issues affecting Hamilton Municipal Airport.
  • Advise the Airport Administrator on airport policies, procedures, and operating practices.
  • Help implement and maintain the Hamilton Municipal Airport Minimum Standards, Rules and Regulations, and related airport policies adopted by the City of Hamilton.
  • Support the City in complying with applicable federal and state aviation requirements and guidance referenced in those standards and regulations.

The Board’s role is advisory. Final authority for ordinances, fee schedules, programs, contracts, and enforcement rests with the City Council and City Administration in accordance with City policy and state law.

Key Responsibilities

In coordination with the City Council, City Administrator, and Airport Administrator, the Airport Advisory Board typically:

  • Reviews airport policies and procedures
    Recommends updates to airport rules and regulations, Minimum Standards, and tenant requirements to promote safety, fair competition, and consistency for all airport users.
  • Advises on commercial activity and leases
    Provides recommendations on proposed commercial aeronautical activities, hangar and land leases, and operator agreements to help ensure they align with the Airport Minimum Standards and protect community interests.
  • Supports safety, security, and environmental compliance
    Works with the Airport Administrator and City staff to support airport safety and security programs, emergency access, and compliance with approved plans and applicable regulations.
  • Provides input on capital projects and long-term planning
    Offers guidance on runway, taxiway, apron, and facility improvements and helps prioritize airport projects in coordination with the City’s planning efforts and applicable aviation funding programs.
  • Supports community and special events at the airport
    Advises on community and non-profit events at the airport to help ensure that safety and operational needs are maintained while welcoming the public to the facility.

Membership

The Airport Advisory Board is composed of volunteer members appointed by the City of Hamilton. Members are non-employees who bring experience and interest in aviation, business, public service, and community development.

Board membership may be updated from time to time as appointments change.

Meetings & Public Participation

The Airport Advisory Board meets on a regular schedule, quarterly, and as needed when airport issues require Board input, such as policy updates, lease matters, or project milestones.

  • Meeting notices and agendas are posted in accordance with the Texas Open Meetings Act and City policy.
  • Meetings are open to the public. Airport users, tenants, and residents are encouraged to attend and may be given an opportunity to speak during designated public comment periods.
