Parks and Recreation Advisory Board

Hamilton’s quality of life is closely tied to its parks, trails, athletic fields, and community recreation programs. The Parks & Recreation Advisory Board provides citizen input and guidance to help the City care for these facilities and plan for future needs.

Purpose & Role

The Parks & Recreation Advisory Board is an advisory body established by the City of Hamilton Code of Ordinances, Chapter 38, Parks and Recreation (Article III). The Board advises the City Council, City Administrator, and Parks & Recreation staff on matters related to parks, recreation facilities, and recreation programs.

The Board’s role is advisory. Final decisions on ordinances, budgets, fee schedules, contracts, and capital projects are made by the City Council in accordance with City policy and state law.

Key Responsibilities

In general, the Parks & Recreation Advisory Board:

  • Plans for park improvements – Makes recommendations for the improvement of existing parks and for proposed new park and recreation facilities.
  • Advises on programs, fees, and facility use – Provides input on recreation programs, facility use policies, and related fees and rules.
  • Provides input on the annual budget – Offers recommendations on budget needs for park facilities and recreation programs.
  • Develops and updates long-range plans – Helps shape a long-range vision for parks and recreation, including project priorities and possible funding strategies.
  • Engages with community groups – Consults with athletic leagues and other recreation organizations to gather feedback and support community use of facilities.

Membership

Members of the Parks & Recreation Advisory Board are volunteers appointed by the City Council. Board members serve without compensation and may be removed or reappointed by the City Council in accordance with the Code of Ordinances and City policy.

Meetings

The Parks & Recreation Advisory Board holds regular meetings and may call special meetings as needed to conduct official business.

  • A majority of the Board’s membership constitutes a quorum.
  • The presiding officer is entitled to vote on all questions before the Board.
  • Meetings are conducted in compliance with the Texas Open Meetings Act, and Board records are maintained as public records in accordance with the Texas Public Information Act.
