Brownfields Cleanup Project

The City of Hamilton is advancing environmental cleanup planning for the former nursing home property at 400 W. Grogan Street through the EPA Brownfields Cleanup Grant program.

About the Project

The Former Nursing Home Brownfields Cleanup Project focuses on the vacant former nursing home located at 400 W. Grogan Street in Hamilton, Texas. The project is intended to address environmental concerns, support public safety, and help prepare the property for future reuse or redevelopment opportunities.

Project documents identify the site as an approximately 16,752-square-foot former nursing home facility with asbestos-containing materials present in portions of the structure, including wall and ceiling systems, vinyl floor tile and mastic, and kitchen linoleum flooring. The recommended cleanup approach is asbestos abatement and removal.

Cleanup Focus

Cleanup activities are focused on the controlled removal of identified asbestos-containing materials in a manner that protects workers, nearby residents, and the environment. The cleanup plan calls for regulated containment, negative pressure systems, proper waste handling, licensed personnel, and independent third-party air monitoring.

  • Full containment work areas with critical barriers
  • HEPA-filtered negative air systems
  • Wet removal methods to reduce airborne fiber release
  • Proper packaging, transportation, and disposal of regulated asbestos-containing materials
  • Independent air monitoring and clearance sampling
  • Health and safety procedures for workers and the public

Public Safety & Oversight

Project safety documents require controlled site access, regulated work areas, personal protective equipment, decontamination procedures, emergency response planning, and stop-work authority if unsafe conditions or regulatory concerns are identified.

Air monitoring is required before, during, and after abatement activities to verify containment effectiveness, support regulatory compliance, and document clearance criteria.
